I see the problem now. If the area is not slated for redevelopment or you do not have "young afluent professionals" moving in the politicians and law enforcement will do nothing. New York City cleaned up street prostitutes in many areas due to interest in the community. A large group has to get involved, it cannot be done with one person. A group of people have to call police and bug politicians everytime, that will start change.
