It was in Victoria where I saw some of the strongest gushes of wind in my life. I'm from Brazil but I spent 3 months up there back in the mid-80's. I lived in an apartment on the corner of Burdett and Quadra St. Good memories ... I was surprised to see that very little has changed in the downtown area since then.. :)
