Basic supply and demand theory - when you raise (or in this case, introduce) prices of a good or service, demand will go down. Companies would be forced to innovate to more sustainable and less waste producing methods of production hence lowering pollution.

We had strong banks and reliable independent regulatory bodies, APRA ACCC RBA and of course ASIC, unlike the confusing web of fed. and state regulators in the US which hasn't been reformed since the 30s. It was fantastic reform, everybody knows that, even Wayne Swan of all people has acknowledged it.
