Corker is a great example of how money and smear can buy an election. He is absolutely less qualified than Ford and has proven to be a Bush rubber-stamp machine since he's been in office. Ford should have won, hopefully he'll run again.
Decentralizing Iraq is not a good idea. In the past, European countries did the samething in Africa, and look at Arifca now. There are civil wars and sectarian violence due to these divisions. This is a horrible idea. History should teach us something.
Africa is completely different. The problem there was that they put rivaling tribes in the same countries. Good examples of partition include the former Yugoslavia and India/Pakistan. I know people say that the partition of India was a horrible thing, but imagine if they were same country

It worked for North and South Korea with the help of Russian and the US. Two or more cultures with polar opposite views can't share the same space.
