The dual audio tracks was both because the game was already released in Japan, and so had both tracks already recorded and to please those people who think all dubs are evil. We have neither of those advantages, so likely no English language on that. Maybe subtitles, though.

Sega have made both of Haruhi games in DS and Wii! The DS one called "Suzumiya Haruhi no Chokuretsu"(The Series of Haruhi Suzumiya),the Wii one called"Suzumiya Haruhi no Heiretsu"(The Parellel of Haruhi Suzumiya)! The DS released on May 28th, and the Wii released on March 26th!
