Lol, he's an old school 80's painter who had his own TV show, "The Joy of Painting." He was always super chill about everything, and he made some great landscape paintings, especially when he painted mountains which is what he was known for ;) SO many people on You Tube made parodies of his painting. Unfortunately, he died in '95. I too saw him on the back of that TWS edition. Check this out; its a commercial, but it gives a great example of his attitude:
