The European Union study concluded that for most of us the language window that leads to total fluency closes at 12 yrs. Since the Scandinavian countries start foreign languages so early it accounts for their fluency, especially in English. This does not mean that foreign language should stop at age 12 - it just means it should begin much earlier, say 7 or 8.
@candymagic68 true, My six year old cousin, has grown up speaking 4 languages, his mother speaks exclusively dutch to him, his father Faroese, they live France, where he has attended a preschool that concerns on speaking to the kids in English. now, he speaks and and understand all of these languages as well, as any any monolingual kid does, if not better.
