Oliver has no idea where someone heart is, the first shot would have hit Clark in the top part of his heart. The second shot would probably have just caught the muscle/ fat tissue at the bottom of his heart.

Then at the beginning of season 6 he was going to follow up with Chloe's kiss but Jimmy came and Clark didn't want to interfere and he left VERY disappointed. Then later in season 6 when he was infected with red kryptonite his natural instincts were mad at Chloe for choosing Jimmy. It wasn't until Jimmy came that Clark completely stepped down for pursuing her at all.

Ollie hands already have blood on them, when Clark falls he falls behind the half wall of the staircase, and when Martian manhunter takes him, Chloe and Ollie are looking at the wrong window.
