@CWADAMS217 I apologize for the problems you are having, I suspect the finish on your arrows are creating some of the problem. Do you have the same problem with your broadhead tipped arrows? I shoot them mostly with Carbon Express arrows, at 315 fps from my PSE X Force, and with scorpions venom lube they pull easily, broadheads pull with ease with out lube. That being said I have used some arrows with a different finish and it seemed the foam wanted to bond to the finish.

That looks like a great target.
(1) Can they be left out in all weather ?
(2) Are they available in the UK ?
(3) If not, are you looking for a UK distributor because Field archery is very big over here?
