If Shad was indeed jaywaking, then the cops had a reason to stop him and talk to him.

The way he reacts to being questioned by the cops is what got him in this situation.

Instead of cooperating and talking, he decided he was going to be difficult. Doing that gave the cops all the probable cause they needed to detain him, since he was being uncooperative. I'm sure the cops didn't imagine it turning out like this.
