You must use the definition of 'militia' that was used at the time of the writing of the Constitution. Also, the only Constitutional military force allowed to be permanent is the Navy. Finally, the Constitution makes very clear that anything that isn't enumerated in the Constitution, the government CANNOT DO!!! It says, if it is not allowed to you in this document, you cannot do it. The Constitution does not explicitly give permission to build a standing army, so the government cannot do that.

I'm not trying to be a smartass or anything but we do not live in a democracy. We live in a representative Repbulic. Democracy is "rule by mob", where as in a Republic the people have "representatives" in government that represent them to insure that (ideally speaking of course) even the most minority voice and viewpoints have a say. Republics use democratic ideals, but a direct democracy has not really existed since the days of ancient Greece.

You must use the definition of 'militia' that was used at the time of the writing of the Constitution. Also, the only Constitutional military force allowed to be permanent is the Navy. Finally, the Constitution makes very clear that anything that isn't enumerated in the Constitution, the government CANNOT DO!!! It says, if it is not allowed to you in this document, you cannot do it. The Constitution does not explicitly give permission to build a standing army, so the government cannot do that.
