Don't know what you are basing that on. In the UK Christmas crackers are classed as fireworks, so bottle rockets definitely are. Cheap ones are illegal, but more expensive ones or multipacks aren't, this is due to new laws trying to prevent kids from getting fireworks cheaply.

hey ive been making bottle rockets for a while now and the last few i did had a blow out do you know if their is a nozzle to tube diameter ratio?(1/2 ?)

I have had fine results using 3mm visco, and making the nozzle just big enough for that to go through. All my rockets usually are about 2 inches long and about a third of an inch in diameter.
