It had to be secured inside at the time, which is what they were doing when it was being assembled in the video. So yes, they definitely were in the Spire.

i think the spire is fantastic im irish living in wolverhampton and it makes me so proud to be irish when i see this macnificent piece of work standing tall its bloody brilliant

That is a common misconception. Departments are allocated a budget, so if the Spire had not been put up the money would have been spent on something similiar, not given to health or education etc, which have their own budgets.
and for this reason ireland is a rotten dump.one life is worth more than millions of these spires but as per usual it was way over budget and a total waste.
think of the millions that went into it, they could of been put into something more useful. Just another example of the FF's wasting are money, after that was the electronic voting machines, 63m wasted. I don't think the irish will every like it, just the tourists, as it can be used as a landmark.
