I can. I was there when I took the video and you can see it yourself. Also, the spire is hollow, so maintenance people can do internal work on it when necessary. It had to be secured inside at the time, which is what they were doing when it was being assembled in the video. So yes, they definitely were in the Spire.

There are statues of many of those figures in Dublin and elsewhere already and other things in tribute to them. While it attracts the controversy of not being attributed to anyone, the fact that it isn't is in many ways positive as it is not divisive. At a time the peace process was getting going for example, it would have been controversial to erect something for a nationalist hero. So it was designed as a piece of art. Some like it, some don't and all are entitled to their views.

@IrishFlukey True, however lets be honest there isn't gonna be any peace in the North since the Loyalists still feel the need to continue with their marches and there's only a certain amount of times we can put up with them parading about their so called Victory at the Battle Of The Boyne and to be honest there should be a statue of Collins that is at least 100ft tall don't get me wrong the ones in Merrion Square are fine designs but still Collins deserves better.

It is about 120 metres or about 390 feet tall, making it the world's tallest sculpture. It has no function as such, just a piece of sculpture, like things you will find in many cities in the world. It is not a memorial to anyone or anything. Being so can be controversial, although the fact it stands for nothing has been controversial too.

That is a common misconception. Departments are allocated a budget, so if the Spire had not been put up the money would have been spent on something similiar, not given to health or education etc, which have their own budgets.
