The mat used in wrestling looks alot harder then in judo. True?

It depends on how old the mat is. Newer mats tend to be softer and absorb more shock, thus making them softer than judo mats. Most mats, however, are old enough that they harden up from all the use or are the old-school foam mats, which are hard as fuck. From my own experience, it's either one extreme or the other. The mats are new or semi-new and thus soft; or old and hard as rocks.
