As per Neeraj Kishen Kaul, if the policy is flawed then entire govt must accept responsibility as the resource are scarce and its a national asset. SC struck down the licenses and called for an auction..so in effect SC says the policy is flawed..but where is the govt apology/moral responsibility or offer to resign?
