I think that the verse in the Koran comes from the stories of travellers on camels that see the horizon, and while the move ahead, they are amazed that it "expands" forward.
The see a hill on the horizon they reach it and still the horizon expands forward.
It's as if the "universe" is continuously expanding.
This is also an explanation of "can the unbeliever not see", anyone can see the horizon expanding but no one can see the universe expanding, the phrase would be ridiculous.

Too bad the believers can't spot these "predictions" in their holy books before science does all the work. We might have cold fusion, or a perpetual motion engine today & there would be no room for doubt.
