in halo 3, the covenant knows where to go for the Ark, Earth. the forerunner ship that master chief jumped on to fight the Prophet of truth, comes down on earth but Chief falls off or something... and blah blah blah, play the game... then the covenant finds wat they are looking for... after a long time of glassing away rock and dirt, the humans come in and ruin the day... they make Truth activate a portal----continued

around the begining of halo 2 you find out the the convenant are "suprised" to see the humans on earth, because earth is supposedly the "ark" if i remember right..
so in other words earth is linked to halo in someway i just forgot
that also explains why earth was able to defend itself, if the covenant knew that earth was the human home-world, they woulda sent an armada of ships which woulda pwned earth haha

in the end of halo, he is a ship master. if you have seen the ending after they have the ceremony, he gets in his ship and flys away. ship master is a very high rank. so i would say yes, but if hes not, hes one of the elite leaders, after halo 3, keep in mind, nothing in the covanant is the same. the elites arent enemys to the humans really. Also he failed because he let the "demon" (Master Chief) destroy halo AND Zuka jumped the gun by going to the Installation 04 without the prophet/prophets. Zuka thought he was doing his duty while at the same time had a grudge against Master Chief as he was continually losing to him in battle and strategy. In an atempt to regain his pride and honor he wanted to destroy Master Chief but in turn further lead to the destruction of installation 04.
because the dutys of an arbitor are suicidal, thats why there were so many. its a chance to regain themselfs in death, because by becomign an arbitor, they send you on suicide missions basically. Its a death senence with a reward, the abitity to regain themselfs, and elites are very proud, so they would want to do this, but sometimes they had no choice. this arbitor however has survived many suicidal conquests, and now with the covanant tearing apart ends up helping the humans.
one more suggestion, read the halo serise of books, they are not only amazing, but will fill you in on everythign. they are called Halo:fall of reach, Halo:the flood, Halo:first strike, Halo:ghosts of onyx, halo:operation harvest. im am starting harvest now, the latest one.
