Sorry but as far as I know, it's not. What you do is blink past the portal in the deadmines *from the inside* - but I don't think you can do it any more.

Blink through a the instance gate, they fixed it now, I actually had done this before and walked the whole way to under Searing Gorge before I couldn;t move anymore.

Been under stormwind - there's nothing. Couple of holes in the ground (one of which leads to the "inside" of the mage tower) but nothing really special. The bit shown here is in the deadmines - and sadly this doesn't work anymore

You can use noggenfogger elixer. They nerfed it though so it's really really hard to get the slowfall, and it lasts very short now.
