The problem here seems to be poverty itself. The fact that there is no work that pays a living wage for a certain percentage of the population. Perhaps we need to solve the problem of improving the productivity of the poor so that they can afford basic necessities of life.
Back in the '80s, as I recall, when petroleum was dirt cheap, I heard about a plan being considered to tow icebergs from the North Atlantic through the North Sea and the Mediterranean to provide fresh water to the oil providing nations of the Middle East.
@absentmindedprof I think they tried it once but i think now they changed there mind more towards desalination plants at least the ones on the sea. Every town should at-least have a public tap free.
