No it's not. What you are ignoring is they already have one hand cuffed. Which means they can't let him go. IF they do he has a deadly weapon. the other cuff can be used as a deadly weapon. They are forcing him to comply the only way they can. The only other option would be to let him up with a deadly weapon and then they have to shoot him. So what's worse?
