When short stacked in tournaments this is a fairly standard play now. I'm talking about when you are down to around 10bbs rather than on your absolute uppers. you want to get two people all-in, but the raise would mean one at the most. Phil is almost correct... sometimes the super-loose aggro early on playing works and KEEPS working in the middle stages, if the table is full of tight medium stacks, who don't want to risk raising in case you FINALLY do have a decent hand. But small stacks, or looser players, will often re-pop and the maniacs will back down... until next hand :)
