The chest doesn't need to be bare.. It helps as the hair can prevent the electrodes from making proper contact.
We have razors in our defib kit bag, just incase we end up having to shock a gorilla of a man, but normal chest hair will not impact much... Besides, in the time it takes you to shave this guy with a razor, which will constantly get filled with hair, you are adding more delays to the chain of survival..

I like how it didn't mention that the chest is supposed to be bare of hair too, or it wont work properly.
