Any vehicles with road tires called high railers cannot actuate the xing circuit unlike rail car style equipment with the steel wheels and steel axe shafts which can complete the circuit and activate the signals.

The signals only get activated when the rails get a short circuit. This occurs when railway cars travels over them, because they are all steel. But I'm guessing that some of these vehicles were insulated, and some were not. That would be why the signals activated on and off like that.

That happened to a GEVO when my school bus went over the crossing as the GEVO came closer the arms went up and then as we passed the crossing they went back down. You have to take in the fact that there was thick fog and it was hard for my bus driver to determine the speed of the train.
