Easy way to take him out is to get a car, drive to the basketball courts, get the photo, and when Playboy tells you who it is, just snipe him, get in the car, and drive away.

When I did this mission, I let the others live because I had to chase Marlon. I opened the door of his car, pulled him out and shot him. I shot all his health away, and got the reward money, but he was still alive and he yelled "NO! Wait man! Waiiiit!" or something and a taxi cab ran over him lol. I wonder if it was an alternate ending because the taxi is in this video too like it's waiting.

Its easier to stand across the street and use the sniper rifle you gained from the earlier playboy mission. You only have to shoot the main guy and one other guy as the rest of the flee. The police dont come aswell.
