Fox... lol...Go to the CBO. Congressional Budget Office and you'll see that Bush pushed the fed budget to 700 billion through 2008 and Obama added a 1.85 trillion to that in 2009 alone

As to outsourcing torture... There is plenty of proof . Look at some of Obama's exec orders. Places where prisoners have gone include Jordan, Saudi Arabia, Bangladesh, etc. You might want to search Obama and rendition too

I think, depending on the setting and the amount of times waterboarding is deployed on an individual, it may well meet a common sense and legal definition of torture. An unknown setting, like, say, a secret CIA prison in Egypt, is a lot different from the carefully orchestrated show Christopher put on. Plus, if it is used repeatedly, I simply cannot see how continually drowning someone day after day would not lead to severe mental anguish. In the end, I think it depends on how the method is used
