Huh? Um....you've got it backwards. This clip isn't new, it's from 1990. This is Mr. Burns' old voice----Harry Shearer hadn't quite settled in the role---he was still trying to sound like Burns' original voice actor Christopher Collins, and hadn't yet made the part his own.
