I can see his point on fast traveling, but he misses out on the wandering vendors. They might not have much and you have to wait til later in the game before they have a noticeable amount of caps. But they can still provide some use anyway. At least you can offload useless items.

Don't know if Seamus will see this, but Turbo is a chem that basically slows down your enemies, their projectiles, and your projectiles. Your character isn't slowed down though. The drawback is that Turbo has the highest chance of addiction to it out of all the chems.

@jagr06 Because it's a drug and that's what Turbo does. It only last 3 seconds, but with the proper perks it can last 30 seconds. If you have the trait and the perks it lasts 60 seconds. So it's fairly useless without them because the addiction rate is so high.

Though I may have gotten the wording all wrong as technically with you taking it, it wouldn't affect anyone but you. So you could interpret it as it makes you faster, but it just slows down your surroundings to make it seem that way.
