Guliani was a idiotic very cruel mayor who hated anyone, not lucky enough to be making 36, thousand a year or more after taxes. New York has rent more higher than the rest of the country, due to greedy crook landlords. Rent control laws have been eroded, thanks to Koch who was really a Republican, Pataki, Guliani. Dhcr since Guliani became mayor does not check to see if rates are true that landlords are registering there. Landlords are doing rate sneaking there, circumventing rent control laws.
