The truth is (i think) that Obama has enormous work to do for his own country and the only thing he can do for Africa in this moment is to send messages of hope and encourage (also economicaly) african countries to find democracy. He has to solve some of U.S.A problems first and i say "some" because he won't solve the most of U.S.A problems in his presidency i think. His Offer is a bit vague. I hope he's not trying to sell Africa another dream, because we will be fools to fall for the same trip again.
