Let me help. There's a reason the correct answer is "by the riverside."

In order for a civilization to flourish, it has to have ready access to food and water as its starting point. But if you don't have the technology to mass-produce food, then you need either hunting-and-gathering skills or agriculture, both of which require a water source: animals need water to drink if you want to hunt them, and you need water to grow your crops.

None of the ancient civilizations could mass-produce food.
