This is probably one of the middle scenes where Occupying Gotham got fucking wrong. The police and merchanies fight. Batman comes along and fight bane. Leading to the city hall fight. If you looked at the set vids. Lucius Fox is under hostage of Bane and "Miranda Tate"Where they were filming scenes in Newark. Miranda Tate does something and exits City Hall. Tumblers exit leading the "chase"
