Can you use 1.5 or 2.5 % fat milk instead of whole milk

I would not recommend using 1.5 or 2.5 % fat milk.  For this desert there is a need to use full fat milk to get the right taste. My other recipe asks for adding more cream to the milk.

In Pakistan they call it Sheer Khurma :) They top it extra with khoya too :) Can you pls tell how to make khoya
