It's just that first three parts of Star Wars saga was a WWII relief. The bad guys have to miss so the main good characters don't get hit.

Some of the clones still remained in Empire's service, they just began to recruit regular humans and used clones as trainers. Other than what we've seen in the movie, the stormtroopers were, according to lore, a pretty well trained force and the officers were elite. The only reason they failed was because they were the bad guys, hurr durr.
