I agree. Maybe they just ran out of ideas? I don't believe it's because of laziness since the final stages were otherwise so well done.

On that last Dr Wily stage, there was no music except for that fire drill.

Yep. Even if it sounds bit irritating, it still gives some nice atmosphere to that stage.
