My guess is the lightning also dogs impact damage when it strikes, but on Luffy, it gets totally negated so there is no impact.

@ForzaAquila um.. enel is made out of lightning, and luffy is made out of rubber. Rubber is an insulator for lightining meaning it negats lighting therefore luffy can touch him and enel can't do a thing to luffy.

@anyanythingthing no it means enel's attacks don't work on luffy, not that luffy can hit him because he's an insulator. to hit any logia-type devil fruit user you need to have haki to hit them, just like he can't hit smoker, but now he can after the post-timeskip.

@ForzaAquila logia types phase through depending on material and an attack will hit the element. Since Enel is made out of lightning, rubber can 'touch' lightning (or make lightning rebound off it). Like Aokiji and Akainu's logias, attacks dont phase through them. Aokiji shambles and reforms, and akainu just absorbs and burns physical attacks. somthin like that.

@ForzaAquila You can hit a logia type, but not properly. It's like punching through fire. Try blasting fire on ice, it won't push the ice back, it's solid (yes it will melt but that's not the case since aokiji can generate ice it seems). Try blasting water on magma, it hardens but if the magma is never ending it'll just overlap and continue. lightning bounces off rubber, so luffy can hit enel and he'll get hit by the impact. all logia types can be hit, just it won't be effective.

People say oh but luffy is immune to thunder that's why he can hit him...that's like saying zoro can hit ace because metal (from his swords) isn't affected by fire..

How he can HURT him is just beyond me. But to Luffy Enel is a regular human body. Huh..If thats the case Why didnt anyone try fighting Enel with Rubber gloves on.

Conqueror's Haki has nothing to do with hitting anyone physically. i dont think you know what haki is. i suggest you to reread the chapters one by one.

@fafachard This is more of a special case. Normally using haki can affect logia types. However, since Luffy's ability is a natural counter to lightning, he is able to hit Enel. The same idea applies to when Luffy defeated Crocodile by coating his body with water.
