Every Congressman, Senator, and President takes an oath to uphold The Constitution. When the violate the constitution is that not illegal? When someone does something illegal does that not make them a criminal?

The constitution does enable congress to make treaties. I wonder what treaties he thinks we should make if not to form alliances?
