You do not need a panel to do code-3 (temporal) on the HW, as this is built in. If yours is set to temporal, and you are supplying both correct (12-24 VDC) and continuous voltage, then you have a defective unit.
I'm referring to the HW sentence that alarmmaster11 is saying that in order to have the HW set to coded (switches 7-9), that he will need an FACP to code the HW when the HW is set to coded.

You need a penel in order to have the HW set to coded.

I'm sorry, your correct. I forgot the the HW has settings both for temporal and coded.
