The cartoon is merely tying two recent news events to be humorous. The cartoon is inferring that the stimulus bill is so ridiculous that it could have been written by a chimpanzee. President Obama in fact is not the author of the bill, the original bill was written by house Democrats under the leadership of Nancy Pelosi. People are just looking for something to be offended by.
