The CAI and headers alone should increase hp that much, so is the exhaust, cam, and tune really necessary? I would understand if it was a smaller engine, but on an LS3 V8? seems like a waste of money for such a small gain...

Actually 412hp is UNDERrated and corrected not like your Camaro here which aren't corrected numbers or the factory numbers which have been tested to show closer to 390-400 stock corrected.

Plus another 400 lbs lighter means it'll pull away at a drag strip and on the road course, which is the more important factor.

Adding a high lift cam didn't just make the car SOUND like it had power, high lift cams greatly increase the horsepower. Especially mechanical or "solid lifter" cams. The reason engines nowadays are so smooth is because the majority of them use roller cams with either two stage or restricted exhaust.
