This happened to me a bit after he died. I punched him in the head, and he popped out to defend himself. But now he just stands by the stables all the time. Ah, well.
@somrandomguy86 Ditto, which was extremely annoying when i was told to steal something from him... Had to shoot some arrows to the knee to scare the clones, and then steal from the half-man. Now every time i go near the clones they scream "PLEASE STOP!"

Yeah I've been falling and running through scenery on a number of occasions too....
It's really funny/embarrassing that after all these years they still can't build a game that works right off the shelves. (Yet after all these years (started somewhere around elder scrolls 1) for some reason I'm still buying and playing them.
I have that same bug and the game spawn another Louis every once in a while. So now there are 5 Louis in the same spot, one being half buried like that.
The first time I saw him I was in the middle of an invasion. I hear a "Help me!" look down and there's a half a man looking up at me with a scared expression on his face. I was caught up with the whole storming the gates thing so I just made a mental note to come back and save the poor man, or show him some mercy. It turned out all I needed to do was punch him in the head and he spazzed out and popped right out of the ground.
@DaSuperBest Same thing happened to me during the Whiterun siege! I had already done Louis' quest he gives you in Riften and was quite surprised to see him jutting out the ground like he was. Not only that, but there was ANOTHER Louis Letrush right behind him who was not stuck in the ground.
He obviously got on the wrong side of the Dwarves, who are pissed that they STILL aren't allowed in the game. and are burying people up to their waists in protest.
I had this it got up to 3 people in the ground then i just used to console to disable his AI and make his disappear from the world. No one stands halfway through the ground without my say so.... Bitch.
This NPC gathers all sorts of bugs. I once saw him get 2 clones. "There can be only one", so I made him fight the clones and threw the bodies into the river
If you look at his arms, hes in the "riding a horse" pose. Problem is, he doesn't have a horse. Seen the same with a random hunter before, her horse was nearby and when she got near it she fell through the floor completely and then the horse walked off :|
In their tounge he is Letrushkiin, Glitchborn!
