According to a much more reliable source, Agent Rodriguez said "When this type of people get involved in this and go out in the street they know this kind of thing can happen". I feel he was trying to warn people of the prevalence of hate crimes against openly gay people, and he misspoke or he may just be inarticulate. While I would agree that it is a horribly contrived statement and a PR nightmare, I think saying that he was suggesting "he deserved what he got" is an unreasonable inference.
