Bobman - it's the quality of the speakers, and the fact that there is not enough wattage going into them; speakers are 100 watts each, but not enough oommff. I actually prefer the current ambulance sirens - louder and more penetrating in traffic. The LTS pitch is too high.
You're right about the pitch being too high. Check out my videos of the MFB LTS sirens as they only have 1x 100 watt speaker compared to the CFA's 2x, but there is no sound degradation in them.
By the way, great videos of all the Bendigo emergency vehicles you've posted.

They have 'Rumbler' fitted on CFA Dandenong Rescue with the LTS siren (the normal sounding siren). Haven't heard it in use yet though.
