Actually the arbiter is a position of the highest honor yes. But it's a death sentence. The prophets bestow it on elites that they basically want to get rid of. The arbiters is always sent on a suicide mission

@Fran99346 (i've played every Halo) ok, shortest answer i can give: at the end of Halo 2 the Elites get betrayed by the covenent cause the prophets (the Covenent Leaders) think brutes are superior, so they completely replace the Elites in Halo 3 .thats as short as i can make it..u should try playing the other games, their great.

@Fran99346 Long story; At the end of Halo 2, the San'Shyun [Prophets] order the annilhiation of the Sang'Heili [Elites] at their capital, because they believe that the San'Sarengeti [Brutes] are superior to the elites. The Shipmaster sees this, and aboard his ship, takes the Prophet of Hate, and executes him. This is known as the Great Betrayle, after which the current Arbiter made a pact with Commander Keyes, which is why Arbiter kills the Prophet of Truth at the end of 3. I know, i'mah nerd.
