I can't do it at the moment...pretty much no custom work from me at this moment. But it wouldn't be too hard to do for any other machinist, in fact you really could use any machine shop for it (not a pb-specific shop)

Is that a luxe part? It kinda looks like a shocker part, But it has threads...
And my dad has given me the opportunity to get a CAD program, Which one should i get?

Well Shockers and Luxes are pretty similar...at least in a general sense. But yes this is a Shocker part.
For entry level CAD I'd probably suggest AutoCAD. It's much more rudimentary than this but it's heavily 2D based which is best for learning IMO.
