they are normal national rail stock (with an adapted interior for inner city use). it is going to be merged with national rail lines to create an outer circle line. i assume that using regular carriages will be better for capacity and speed
I think one plausible reason is that, as much of the distance is on NR metals, it would save more by not adding the fourth rail and messing with line voltages.
I hear you Patrickov. All though is doesnt go into central London, we have the JLE to thank for the connection via Canada Waters. Not to mention the cross rail link due for 2017 completion!
Of all the 33 Boroughs in London, Hackney Borough is the only Borough that does not have an underground stn/tube service. Bethnal Grn is in Tower Hamlets Borough.
If the ELL would retain in Underground then the western part of Hackney will receive extensive Underground service even though it still doesn't enter Central London. Pity about that, but looks like ELL's still a better connection in this regard than NLL...?

Considerin I live in croydon, I fink it's safe for me 2 say that CROYDON IS A LONDON BOROUGH (in fact the largest by population), therefor wat I was sayin was rite; Hackney is the ONLY INER LONDON BOROUGH without tube acces, other people are agreein with me, even I myself got that fact from the news and other transport/construction forums. The line seems to run all round london . even down to east croydon which they dont show. seems like a maze to me.

I'm interested why they didn't choose to use the traditional "tube look" rolling stock - it looks just like normal overground carriages.
