This was done in a 3-track promotional CD Keith did with Slim Dusty. You can't buy this track; you have to either know someone who has it, or have an original copy yourself; and can copy it. It's called Lights on the Hill (not to be confused with Slim's LOTH LP)--1st track, Lights on the Hill, a duet by Keith and Slim written by Slim's wife Joy McKean in 1973. 2nd track is a Slim number called Larrikin's Landing, 3rd track is this one; Keith wrote it and recorded it on that CD in 1992.
Keith was a raw talent in the early 90's and has matured into an entertainer with an awesome voice and equally awesome musicianship. He has the ability to make any song his own.
It is his own. Keith has written hundreds, maybe thousands of unreleased tracks in his career. He barely scraped out a living in Nashville the first few years working mainly as a songwriter, for which he received a pittance. The rest of the time he worked session for other artists, and worked alot of underpaid nightclub time.
This really is good! You need to sing more of this type of song!!!

did he write this himself?

Yes, he wrote this. Keith really has paid his dues over time, writing many, many, MANY songs.
