im pretty sure they paint the concrete floor then put ice over top. they wouldnt paint ice. it doesnt make sense. why woulnt they just paint the actual concrete.
@DanSnyder101 They drop a thin layer of ice on the concrete before painting. After painting is complete they put more ice over it. If they were to paint the concrete directly, it would need to be scraped off when the season ends. By putting down a layer of ice and using a bio-degradable paint they are able to simply let the ice melt at the end of the season, and it carries the paint off with it. This is much easier.

they put down a layer of ice, then paint it white and then the other colors and lines etc.. then put the last layers of ice on
