Indianapolis will prove a wonderful host city. Wait and see. Everything in walking distance. Could well be cold but this is not Barrow Alaska!
Serious - A man will be quite comfortable in a wide range of tempatures - wearing cotton socks OVER dress socks, sweatspants under his regular pants, long sleeve t shirt, long sleeve shirt, wool or acrylic sweater under a windbreaker style lined jacket. And thats the truth.
Don't forget the chapstick.
