It is a reach issue. If it was 3 stories, and you went up, STRAIGHT UP, that is 30 feet. Now put the ladder at the correct climbing angle, it ain't 30 feet no more! Now park your ladder truck in the street and reach. You can be out of room in a hurry. We could not reach as far as we wanted to at a residential fire, and we have a 110 foot stick, and of course, trucks have to stay on the road/firm surface for stability.
