Flares are usually fast igniters, yes, but it depends on the TYPE of flares, how high are they deployed and how strong is the wind, etc. I often use signal flares that can lit up to 10 minutes. I'm not saying hours here. They have small chutes to remain airborne and they're quite bright and can appear stationary in a windless day.
